It's not going to be 'Torchwood'.
We know what it is, that RTD said that it will be mentioned a lot....so where's there any mystery and speculation?
WE ALREADY KNOW WHAT IT IS.
What's the point in setting a puzzle where people can try to work out the answer to the mystery,.... but they are literally told the answer?
I can't believe that RTD is going to be that simplistic.
I just don't understand what's to work out and keep our eyes and ears open out for if the answer is literally given to us on a plate before the series has even started.
It's not even a puzzle. It's something we are already aware of.
Personally I think it could still be
'The Darkness'.
Did RTD say it had been mentioned in the previous series?
Or
Queen.
A poster mentioned the Queen connection in the thread about 'The Christmas Invasion' episode that had several references. From the real Queen, to the rock group called Queen.
Edit: I should credit the original posters to make it clear it wasn't me who first noticed the theory.

That's the new buzz word for Series 2(aka 28) - Queen.”
The one other connection that hasn't been mentioned about the Queen reference is......'Guinevere'.
Guinevere is a Queen too.
Hmm,...Queen...
Question:
You know how 'The Borg' from 'Star Trek' are ripped off from The Cybermen?
Well do The Cybermen also exist like a hive of bees?
Do Cybermen also have a .......Queen???
'Darkness' and 'Queen'...at the moment that's all I can really consider at the moment until the new series starts. Then maybe something else may turn up as the possible keyword.
