Can payphone companies claim the revenue made by the payphone access charge if they use a (Mercury)Cable and wireless or NTL line?

Payphone access charge is the revenue scheme for payphone providers. The companies are entitled to 8.1p per minute for calls made to freephone numbers made from its payphones.

Current street payphone providers claiming:

BT
Kingston
4KS (Infolines/Interphone)
Spectrum Interactive/NWP
