Does it require the software on the PC or can any USB host device connect to the Toppy and transfer files?

E.g. HD based mp3/multimedia player with USB host support?

It requires software on the PC (though there are third party tools for Linux/UNIX and Macintosh as well).

It doesn't simply appear as a mass storage device.
