can i play a region 1 dvd on a multi region dvd player on a pal tv?

Check to see if your DVD player can convert NTSC video signals to PAL (or at least pseudo-PAL). If it doesn't, a Region 1 DVD will appear black and white on a PAL TV.

Having said that, your TV may handle pure NTSC signals in which case you'll be OK.

One more thing, if your TV has an RGB scart input you can connect your DVD player to that. This means that the colour system is sent to your TV in its component parts and therefore the NTSC/PAL system doesn't matter.
