yes that is him. i dont see why you choose to bring every other black american into it though, and then implying the way he chooses to behave is reason enough for encouraging racism. if a white sports star behaves similarly is that just cause for everyone to be racist towards all white people too? why can whites be seen as the individuals they are and blacks cannot? where did you also get this idea he was the "figure head" of black americans?
there is this tendency some people have for bunching all black people together as if "they're all the same". everyone is responsible for their own actions. everyone is an individual and you will find good and bad in people everywhere (if you are truly interested that is).
if you wanted to go along those lines why not also tarr all white english people with the same brush as rooney while you're at it, then you could imply all white english folk are ugly, loud-mouthed, abusive, disrespectful little so and sos and if he is the "figure head" of all white english people, then they don't need football hooligans to make everyone hate them. blah, blah, blah.
maybe you can now see how this way of thinking is very simplistic and also very lazy.
