It's either an amazing bit of forward planning by RTD (lining up cast and characters for a spin off before he's even written the first series), or some creative thinking when the chance to use Eve Myles again presented itself.
Either way, I am sure Torchwood will at the very least touch on the relationship between Gwen and Gwyneth. It will be very frustrating if it's never mentioned.
I'm not too sure what this line on the BBC News website means though.

I'm assuming this simply means the Doctor and Rose won't be appearing in Torchwood and vice versa for the Torchwood characters. Which is fair enough.
But there's got to be some crossovers, surely? Sarah Jane and K9 for instance (as mentioned earlier) or some of the other earth-based ex-companions. And some of the Doctor's old enemies. I'm sure there's room for some decent Doctor Who cross overs whilst still giving Torchwood it's own personality.




) will tune in, but I imagine they will be hoping that it may appeal to viewers who aren't big fans. So having lots of cross-overs risks putting them off, over-burdening the show with continuity etc.
