When I try to play a DVD on my PC, I get that message.
I've never had it before, but yesterday I tried to play a CD+ (basically an Audio CD with a multimedia section) and I got a similar error. Ever since, I can't play DVDs.
It says
...but they are installed!
Did a quick Google, and it seems to be a common error. Anyone else have this? how'd you fix it?

Only 32-bit CD-ROM driver supported.
Please make sure 32-bit CD-ROM driver installed.

I tried in WMP and I get:
"This pin cannot use the supplied media type." There's no picture but I hear the sound!
Strange!
Edit: But it opens perfectly fine in DVD Shrink
Argh!
