Why is BT Together Option1 the 'standard' plan? It may be the lowest price price plan that BT offer to its residential customers who also have other services, but that does not make it the standard. Furthermore, the calls that they charge on that special price plan is also not the 'standard'.
Don't forget BT Together Option 3 customers pay 0p per minute for all their calls to 01/02 numbers - so I guess any chargeable call is a premium rate call.
Not that I'm suggesting anyone takes the BT Together Option 3 tarriff.
...in the same way as I wouldn't suggest my neighbour moves off the BT Light User Scheme tariff she's on. Not sure how she could dial 01/02 numbers at the discounted rates applicable only to BT Together customers though.
Unfortunately she has to pay the BT 'normal' rates for any calls she makes, which as I said is the same price as 0870 for national calls and the same price as 0845 numbers for local calls.
Btw, even if I did accept your suggestion, what about those 0844 calls charged at 1p per minute at all times.
Are they premium rate at weekday daytime when calls cost 01/02 calls cost 3p per minute? Nope, maybe not.
What about in the evening/weekends. Only if the call length is longer than 5 minutes does it become a premium rate call?...but then again if the call is longer than about 90 mins, it becomes cheaper than 01/02 calls
(You can also say the same for an 0870 number called at the weekend that lasts at least 2 hours- then it is actually cheaper to use the 0870 number

I think I'll stick with the "drivel" and "waffle" that ICSTIS state - at least it's easier to understand.
A premium rate service is one where the number starts 09. It will cost between 10p and £1.50 per minute
Now thats premium rates!
