I don't think this counts as a continuity error, but is just the writers giving us a bit more information.
In
The Aliens of London/World War Three, the 'Prime Minister' isn't named, but we know he is a man and he is missing. His corpse is later found stuffed in a cupboard at Downing Street. We are told he was too slim for a Slitheen to use as a disguise and so he was simply murdered. After this, Harriet Jones takes over as Prime Minister.
All Mickey's comment really does is confirm that - in Doctor Who's world - Tony Blair
was Prime Minister at some point and is likely to have been the guy killed by the Slitheen and then stuffed in a cupboard.
