Are you talking about PMR radios? If yes then no you cant use them legally. In the USA they FRS and GMRS 2 way radios. You can buy them cheaply over there or even on ebay. The main problem is that the European PMR systems uses the same frequencies that amateurs use in the USA and they wont be happy to hear you pirating their band!
