I say a tentative "yes" - the only reason I can say so is that I have been able to send Irish shortcodes using my Meteor sim card at home here on either the Orange or T-Mobile UK networks.

To use short codes (as telephone numbers) such as 202 for customer services etc requires you to be in a CAMEL country.

It might only be CAMEL countries that support SMS shortcodes. Though I don't really know either way with SMS.
