What? as in it uses up lots of electricity??? Is that why my electricity bill has gone so high lately?!??!??!?

I think you'll find your bill has gone up because the Electricty (and Gas) companies are thieving gits. Everyone's bill has gone up considerably this year.

over how long a period? A second/minute/hour.
IIRC that would require about 1 tree to be planted to offset the emissions it makes. It does seem to get unnecessarily hot when in standby to be honest. What is it up to?
Obviously pretty much the same as when its not in standby.
I'm measuring my Router (Linksys wrt54G). Thats using 7w. My shuttle PC uses 4W when its switched off as well.
Heck, I think a timer to switch it off at night would be an idea.

wha? watts are not measured in seconds at all, a watt has nothing at all to do with a second. A watt is a measurment of power and time does not come into it. KWHr however is a way of describing how many Kilowatts Per Hour.
For example if you left a 1KW heating element on an electric fire switched on for 1 hour it would use 1KWHr
At 8W a product uses 0.192 KWHr's per day. At 10p per KWHr that equates to under 2p per day. It is £7 a year.

One watt is one joule (the SI unit of energy) per second.
But it is fairly meaningless without knowing the kWh, as that's what we're billed in.

Hadn't considered the power implications of Wake-On-LAN. How many people actually use the function and how many PC's are equipped with it? Can you disable the WOL function?

most PCs that have the LAN port built into the motherboard should be capable of it.. which is the majority of modern PCs.
Both my desktop machines have it and I use it occasionally and it is quite handy... like when I am on my laptop in the livingroom and I need to access a file on one of the desktops. Rather than going upstairs to switch it on I just use Wake-on-Lan. It's just lazyness I suppose.
It can be disabled in the BIOS although it is usually called something like "Allow PCI power on"
The reason the modern PC consumes electricity while off is not just WOL but the ATX power system.
The motherboard now controls the power - to request a power up from the PSU it needs a trickle of electricity. You PSU is not 100% efficient so will use some of the electricity in providing this trickle.
If you want a computer that really powers off - buy one with an isolating switch on the rear - power off as normal then flick this switch.
