Weird Phone Call

I have just had a phone call on my landline from a number starting '00207' followed by a 7 digit number. When I called it back the automated message told me it didn't exist, so I called it back minus the first '0' and got through to a mobile phone company. Does anyone know how they can call using the extra '0' and why was I told it didn't exist when it called me and why couldn't I ring it back?

Your first attempted call back was to an Egyptian number (20 is the country code for Egypt and you prefixed that with the 00 UK international access code).

BT charge 82p/minute peak to call Egypt.

Tut, tut, tut. Never is a good idea to call back phone numbers you don't recognise.

It sounds like the number got manged and an extra 0 was added to the number.

020 being the code for London. 7xxx xxxx being the local 8 digit number.
