You could say the same about many people who have faced Silva, that's the problem. Thing is, you cant deny somebody a title shot if they earn it. Sure, it's debatable as to whether Bisping has earned one, but he's a new challenge and whether he gets dismantled by Silva or not, there's no real problem in him getting a shot. Koscheck managed to earn a title shot against GSP, but we all knew GSP was in a different league and would pretty much dismantle him, which he did, but that doesn't mean Koscheck shouldn't of got that title shot. And let me point to Serra too, the guy who shocked the world in beating GSP. Shocks and surprises can happen, if somebody is looking good and winning fights, it's tough to deny them a title shot, certainly when the rest of the division has been cleaned out by the champion.
As for Jones/Silva, could be a sensational match up, but Jones still has challengers. He's got to get through Machida to start, which isn't the foregone conclusion that so many thing (though of course Jones goes in as favorite). Then he has Davis or Evans (and let's be honest, win or lose that fight, Evans/Jones needs to eventually happen). And then you could even look at somebody like Henderson, whether or not he stays in that division. Jones has challengers ahead of him that is going to stop him from being freed up for quite some time, in the mean time Silva needs fights. GSP is out for quite some time, putting a halt to any talks of their dream match. Sonnen/Munoz fight Silva early/mid next year and if Silva powers through one of those and Bisping beats Maia, then it's tough to see why they shouldn't book Bisping/Silva.
I'm still not dead certain Bisping/Silva will even happen saying all that, but if it does, there's no complaints from me.
