BBC audio on demand bitrates

Why has the bbc made there radio bitrates on the internet so low these days. I can remember that they used to use 64kb/s which was very good quality now they are using 44kb/s for live stuff and 32kb/s for on demand. Are they having to do this because of copyright issues or are they being tight when it comes to dishing out on bandwidth?

Probably so modem users can access it, but as they use RealAudio I don't see why there's not using Multi bit rate files, unless they really are tight.
