You realy think it costs the mobile operators? They pass down the costs to their customers. People who pay the bills are also paying for all the people who don't.

Which in turn damages the business because they can't be as competitive and so lose potential customers...

I think you'll find that the mobile networks will always charge customers the most they think they can get away with in the competitive environment, regardless of their level of bad debt. It's their profits which get hit.
