The other providers haven't updated their equipment excuse can be correct at times, as when new number ranges come online it can take days, weeks, months or in the case of NTL never to have them added. Same things happen from time to time when mobile companies issue new number ranges, it can be a while before the can be called from some networks as they haven't enabled that range. NTL be renowned for not updating their systems, and for some number ranges have said they don't intend to enable them.
However I don't think your problem is to do with that, I think it could be a NAT problem.
How are you connecting the device to your broadband?
With NAT when you make a call their is no problem as the NAT device knows you have said you wanted certain ports open to make the call. When you call your number your ATA is being connect from one port then is trying to make a connection from a different port, as you are behind a NAT the receiving system doesn't see the acknowledgement so thinks your phone is offline.
Yes, £25 per month is a real rip-off, never understood why people would pay that price, when with a BT line and another provide you could get that right down.
I use VoIPStunt (have an incoming number, though they don't issue them anymore), I pay around £1.80 per month for 1,200 mins to the UK, USA, Canada, Aus, and some Euro countries, and the bonus is that £1.80 can still be used on chargeable calls so isn't lost on inclusive mins.
I haven't had a landline for 16+ months, as VoIP has worked fine.
