Of course, losing that whole office block must have spoilt their organisational structure a fair bit. Would explain why T3 is such a Mickey Mouse organisation answerable to no-one...

Well, that trick worked very for Mr. Sloan and SD6 in Alias.

And it would work very well for Jack, too.

There appears to be NO interaction between the Torchwood bases, none that we've seen anyway. Each base seems pretty independent - odd for an organization tasked with protecting the British Empire from alien threats.

All these bases must have a 'Super-Boss' overseeing the whole organization (I'm guessing it was Yvonne Hartman at TW1). I wonder if we will ever met the new 'Super-Boss'.

Personally, I consider Torchwood Cardiff the equivalent of Siberia, with regards to It's personell...
At the Best, you consider it the equvalent of James Bond's Q Branch, whose members, formerly working on R&D projects, but due to the events of Doomsday, have now been forced into active service defending the U.K from "The Scum Of The Universe tm", & at the worst, it's the branch where the "Deadbeats & Slakers" of Torchwood, have been transferred to, so to enable brighter & more compentent people formerly working there, to work at the London "Head Office"....
