TV tuner for VGA Monitor

Many moons ago I knew somebody who had a TV tuner which took in a normal coax cable and outputted to a VGA monitor directly (ie. no PC involved)

I have a nice 21" monitor and a very small bedroom and I don't particularly want to have to boot up my computer every time I want to watch TV.

Does anybody know what these things are called (assuming they actually exist and I'm not imagining things) and where I could buy one?

scan.co.uk do a tuner box as well, that let's you plug a DVD or any other AV equipment into it as well

I used to have a Grand TV-Amazing and it was excellent. I think it came from CPC but I've no idea if they still do them or who does.
