I don't really know, but I would have thought that the one who plays Ian Beale's wife in Eastenders (I forget the character's name, I'm sorry) was a close contender. I don't watch Holyoaks of course.
I think she's very good, and perhaps the almost imperceptible Scottish edge to her voice makes it intruiging too.

I also rather like the guy who plays Dan Clifford in Holby City, but I'm convinced he was a Goa'uld in Stargate SG1, so I get worried every time I see him on screen and I want to shout "be careful, he's a Goa'uld!"

I know she's a horror to look at but Shirley Wicks in EE when she's speaking in a normal tone has a really nice voice.
The guy who plays Sean has a nice voice, so does Jane, Ians wife.
