Two questions in one there;
3 usually only roams onto Orange's (t'was o2's) 2G network.
There is no extra charge for using it and all your minutes are still inclusive -
it doesn't matter if you're accessing 3 via their own 3 network or their official 2G partner.
In fact, should you ever head to the Republic; you'll roam onto 3 Ireland (and
their 2G partner Vodafone Eire) and thanks to the new
3 Like Home facility your minutes'll even work down there too! (same applies for other countries with their own 3 Network such as Sweden, Austrailia & Hong Kong).
If it's another country, "Standard" roaming will apply and while you're usually stuck with 2G, it's all the one (super-inflated) charge anyway; just like most networks. I hope the EU sort this out before too long....
