Tiscali last year bought ISP Homechoice, and from 1 March, Homechoice's 40,000 subscribers will become Tiscali customers. Homechoice had covered the London and Stevenage areas.
Tiscali TV will initially only be available to customers in these areas, but it said that Birmingham, Edinburgh and Newcastle will get the service by May, with Liverpool, Sheffield and Leeds being covered by mid-year.
In the longer term, Tiscali estimated that 10 million homes would be able to get the service by the end of 2007, with the service available to the entirety of Tiscali's unbundled local loop network by the end of 2008.
Mary Turner, chief executive Tiscali UK said: "The success of Freeview has shown that customers want more than five channels but don't necessarily want to pay a high monthly subscription.
"Our TV service gives customers broadband plus the channel choice they want and free on-demand programming, all for the price you would pay for a standard broadband connection," Turner continued.
The company is also planning to launch a set-top box in July that will record high-definition content on a 160GB hard drive.
