Which networks support fixed dialing (i.e. Pin 2 codes)

I need to set up a PAYG phone to just call the numbers in the memory.

To do this I understand the sim needs to support Pin2 coodes - so far my choices seem to be the vodafone and O2 networks - are there any others that support it?

I work for Vodafone and may be able to help.

The PIN2 function is only available for our Corporate customers. It isn't something we offer our consumer base.

You can certainly use a fixed dialling list with an Orange SIM, I'm fairly sure this is down to handset functionality more than anything.
