Contract or Pay as you go? Or no preference?

If Pay as you go, I'd go for T-Mobile on the Text Appeal tariff (clicky) for minimum cost;

£10 monthly top-up = 3000 free off peak texts + 3p any network texts peak times + £10 credit to use.

Well, you can get £1 a day web'n'walk as well on T-Mobile Pay as you Go, as it says on the link above.

Otherwise, for contract T-Mobile Flext with Web'n'Walk (clicky) would be the way to go, especially if you're not too fussed on what handset you have, so you can take advantage of the half price offer, which would give you;

£21.25 a month = £180 credit (1800 text) + web'n'walk data (on Flext 35 with web'n'walk)

Yes, that's right - it's a capped charge. On T-Mobile Payg use £1 wap in a day and the rest is free... for the rest of the day. If you use it again the next day, you'll be charged another £1, if you see what I mean.

Depends on what you mean minimum cost. Orange do a contract for £35 with unlimited anytime texts and 600 call minutes.
Or £25 no minutes and 3000 texts.
On their PAYG, stick a minimum of £10 in a month and you get 300 free any time texts.
Three are doing a contract for £15 for life, 75 call minutes and 600 texts and a free Nokia 6280r, offer ends 31/03/07.

No you don't, unless you download things like ringtones etc.

The £1 per day offer relates to normal browsing - anything you download you have to pay for.
