Someone calling you when you're abroad

If i am in Europe (not the UK) and someone calls me from the UK, but my mobile phone is switched off, i am guessing the person from the UK won't be charged?

Also, would it say "the mobile phone is switched off, please try again later" in English? (don't forget, id be connected to some weird European network when my phone is on)

Thanks for any answers.

Presumably you would switch off voicemail too.

Yep, voicemail would be off.
