Nope - it's been comissioned by BBC Two for a Jan 2008 start.
I think it's just that BBC2 would like to start their 2008 schedules with it, and that possibly can't be ready early enough in order for the last episodes not to get lost around Christmas if they were to start it this year.
Shooting starts this week, so it's a scheduling decision more than anything else.

Elizabeth Sladen has said the SJ adventures have been delayed by "production problems on torchwood". It's said they were having trouble getting the whole cast back together at the same time.

Is there something to back that up, like a definitive BBC link to say that it will be 2008 (rather than a 3rd-part site)? All that I have found is this from BBC News, Dec 12th 2006:

Torchwood will most likely start in 2007, but will run through to 2008 as it shall be shown about Mid-November, probably taking the time slot of Heroes after its finished. John Barrowman, Eve Myles, Burn Gorman, Naoko Mori and Gareth David-Lloyd have all confirmed as returning to the series, so this will be excellent. bring on series 2.
