Wow. Where did you read this? The Master was sucked up by the heart of the Tardis in the TV movie. He may have escaped but would never have been st free by the Doctor.

But surely in the above case your logic and opinion could be easily proven wrong. By every measuring stick known to the music industry, and global public opinion, the Beatles were and remain the best of bands; the most successful in terms of sales, cultural influence, etc. Anyone whose opinion was that such a group 'couldn't write a song to save their lives' would, when measured against reality, be revealed as delusional. Hard facts.

As I understand it, the Dalek's in question where the Cult of Skaro, not the mainstream race. Even then, the nature of the emergency temporal shift would appear to be fairly random. What I mean is, it works to get them out of a sticky situation, hurling them through time, but this is nothing like the measured, controllable stuff the Tardis does.

The Time War took place inside the Time Vortex itself, the dalek emperor launched a mighty fleet (made up of daleks and the death smiths of goth) into the Vortex and the Time Lords dipped into their own past to assemble their own fleet. (Doctor Who Annual 2006, RTD thing about the doctor). From what i remember the Time Vortex ruptured and changed history with anything it came into contact with. With the lesser races noticing nothing, while the higer races were aware of the chaos.
The Daleks had Time Travel technology, otherwise no Time War. That's probably what the implications for the universe were, the Daleks dethroning the Time Lords and taking their place i.e. they would have control over creation itself. Only the Doctor stopped that from happening. He wiped the Daleks and his own people out.

I have a feeling that RTD does indeed have a master plan of sorts for the Doctor's character.

Gallifrey and Skaro were both destroyed in the TIME war.
So The Doctor can't go back to his home planet because it has been deleted from time. The same applies to skaro!

I've always wondered if the 'golden vapor' that leaves the Doctor when he's in bed and seen going in to space was The Master, in The Christmas Invasion.
was there ever an explanation of what the vapor was and where it went?
i'm sure it sounded like it was talking when it went in to space.
