Doctor Who: Intriguing comment on Shakespeare Code - Fear Forecast

Just been reading the Fear Forecast of the Shakespeare Code, and came across this rather intriguing comment made by two of the older kids, who have watched the episode:

Spoiler
(42) Adam spots a connection with an old enemy.

(43) "I know who it is!" shouts Harry excitedly as a familiar face turns up. "The Doctor's sworn enemy. Again!" says Samuel.

The Master?

Possibly

Spoiler
The Daleks

or

Spoiler
(gulp) Cassandra, judging by the "again" bit

Who knows! (no pun intended)

I'm not sure the kids doing Fear Factor would know

Spoiler
who the Master is or that he is a sworn enemy

so it is a genuinely intriguing comment. But taking into account this story takes place (as far as I know) entirely in the past, it means that

Spoiler
whoever the enemy is, it must either be

someone the Doctor met in the past
someone he met further in the past who is very long lived
someone who can travel in time, either by choice or by accident
So it could be the Daleks, but I can't help but think it will be something to do with the Witches/Black Magic used in this episode. The Beast from Satan Pit/Impossible Planet possibly?

Spoiler
I'm fairly sure I've read that the older kids in Fear Factor have watched the Classic series, or at least aware of it. I mean I've never watched an episode of the Classic Series, but I knew who The Master is

Yes this whole train of thought has shunted through the station of my mind. But for what is being suggested
Spoiler
they would have to see and recognise a picture of one of the Master's previous incarnations
which is unlikely, or
Spoiler
he would have to be named
which I would have thought is highly unlikely at this point of the series.

I think they're talking about someone from the last two years, and my first thought is
Spoiler
Mr Finch!

The kids from the Fear Factor saw the trailer after the Runaway Bride and, like so many other people, misidentified the Judoon as Sontarans. So they definitely know a bit about the various aliens from the classic series.

It also means we shouldn't take it as gospel that they've correctly identified whoever-they-think-it is in The Shakespeare Code.

looks like it was, of course, Queen Elizabeth I...

but why the hell was she the Doctor's sworn enemy? Did I miss something?

The Doctor seems to make enemies of all our favourite female monarchs!

Maybe he actually does meet Queenie again in a future episode! Then it'd be revealed.

But when did he meet Elizabeth I before?

A future visit back to a time before 1599 for the Doc, but a past visit back to a time before 1599 for Queen Liz ..... my head is starting to hurt just a bit .....

Hehe... but I thought it was someone that the kids watching it had seen before?

The kids have seen Queen Elizabeth before! They love their history books!

I think this was a clever sleight-of-hand by the (almost entirely redundant) Fear Forecast people, leaving that in to scintillate the fans.

As to Queen Elizabeth, I guess it was just one of those time-travel high jinks that any of the previous million writers could have used to end a story but didn't...

I'm vaguely concerned that RTD seems to be allowing the Doctor to annoy every famous English monarch he encounters...a tad of Republicanism coming through there, I think. And a hint of historical ignorance, I feel. But ho hum, let's not go down that alley...

They'd just finished watching Shakespeare in Love, obviously...

You might be reading too much into it - how about some basic irreverence directed towards powerful figures in history?

RTD also hates the government though! Tony Blair - he killed him in the Slitheen two-parter, then replaced him with Harriet Jones who then became Thatcher (the Belgrano/Sycorax incident) and axed her.
