That sounds... bizarre.
In dalek were we not told that they kill anything that isnt one of them because they are inferior and deserve to die?
Did they not establish at the end of season one that being part human has driven them (the ones that the emperor created) totally mad?

Maybe there is a good reason for it.

And both those examples were before we knew about zany Dalek Sec and his posse.
