Some phones display "out of area" in place of "International".

On BT for most international calls BT masks the Caller ID as International as they don't always trust the incoming International number as being correct, some International carriers don't always transmit the date either. The International flag is sent, some phones display "International" some "Out of Area".

Cable often does the same masks the number, though this can depend in how the call entered the UK.

With VoIP incoming calls aren't masked, so you get to see the actual number whether the call came from the USA, Australia, France, Germany, Spain etc etc (as long as the service they use transmits numbers). Sometimes UK calls as 0044 (see below).

Now, just because the call is flagged as International or Out Of Area, doesn't mean that the call is actually an International number. It could actually be someone from the UK, could be a next door neighbour. However they may be using cheap call providers such as Call 18185 who at certain times of the day route the call outside the UK and back in again as it is cheaper, so the CLID being sent is often 00442... or 00441... etc, the BT system and often cable system sees this as being international even though it is 0044 and doesn't trust the number so masks it as International on the Caller Display, similar to when people call using VoIP again often calls are routed in from outside the UK.

Many people are using cheap call providers such as Call 18185 and others, so you can't rely upon calls flagged as International being international.
