Does anyone know how to change regions on a ATI DVD player(v1.2)? Its for the PC.

I want to watch Dinosaurs which is region 1.

Assuming your DVD ROM Drive is region free you will need DVDGenie (free) from http://www.inmatrix.com to make the software region free.
