Does Rosemary still own Oakwell Hall?

NO, she had to let it go, it was sold to the national trust to pay her debts.

one thing that really confuses me among others is that Lady Tara Thornfield (she used to be Oakwell) owned the house and sold it when she ran off with Sean Reynolds. However, when the Sinclairs were first introduced, Rosemary claims that the house has been in her family for generations. Any theories??

Rosemary said at one point that the house had always been in their possession apart from at one point, so that must have been when Tara had it. I think maybe Rosemary's maiden name was Oakwell.
