I don't think the
story on the C4 site is absolutely clear, but it sounds like at least one of the twins was going to be up this week anyway:

Without this twist, it's very unlikely that the twins would be up this week at all; so that already makes me wonder what BB's up to.
BB presumably has some idea of who else will be up this week, or will arrange it via some twist(s), and has some view on whether the twins should go or stay. BB's intentions will presumably become clear(er) once we know who else is up.
It's possible that BB is just using the twins to make this week more exciting -- to provide a one-week story -- and either doesn't care whether they stay, or else actually wants them to go. Perhaps this is why the twins were selected: to provide this one-week story; and then on to the real contest (from BB's point of view).
I hope you're right, of course, but for now I am very uneasy about this.
