Your question is not very clear as you don't say what you are using to create the e-mail.
Assuming you are using Outlook Express
Save the picture as a JPG file and make sure that you use sufficient compression to keep the picture fairly small. now more that 100k preferably less.
Create a new mail or reply to an e-mail. From the insert menu select insert picture and then browse to find your saved JPG file.
Select the file and send the e-mail. Send a copy to yourself. If you can see the picture you are doing it right and if the web tv can't see the picture then the software probably doesn't support it.
