But, with rights come responsibilities.
The classic example is shouting 'Fire!' in a crowded cinema.
Your 'right to freedom of speech' may entitle you to do that.

I don't think it would be a responsible thing to do. So, based on that, I can see why we need a balance between 'rights' and 'responsibilities' (with the latter, IMO, carrying more weight).
