Yes, was trying to send text message from about 16:00 until it accepted it at 16:19. Only ported in to Virgin yesterday, was a bit concerned!

Am I correct in believing that the Virgin Network is "Piggybacked" on the T-Mobile network.

Yep, that's right. I just tried calling from my mobile and it's not working. Sounds like the text I got through was just a fluke... maybe if you try enough times you will get through. I just tried calling my mobile from my desk phone, and it took about 15 seconds to connect, but did get through.

T-Mobile is working for me in Bristol. Suspect this is the equivalent of the HLR problems Vodafone have been having.

We're getting the same in Oxfordshire with Virgin. I did manage to call my mobile from our home phone, but I can't call out from my phone, except to call "789" for some reason. I tried voicemail and that didn't work either.

It's not like it hasn't happened to other networks, Orange and Vodafone have had several outages.

yes I was in sutton surrey and could not use my virgin mobile to make calls, but i did receive a call from a house line and I was able to send texts but then that stopped as well.
It was working again around 6.15pm i think.
