AOL doesn't offer it as far as I'm aware, although do you mean can you use VOIP as an AOL customer? The answer to that would be usually yes, but check with the VOIP company you're thinking of joining first to check.
The biggest problem you'll have is setting up a UK phone number, as AOL use American IP addresses, and a lot of VOIP companies require a UK IP address to get a UK phone number.
