Has there been vote-rigging anywhere?

All the scandals seem to be things like:[list][*]Encouraging & taking money for calls after there was no chance of them counting.[*]Pretending that someone had won when no one had.[*]Disregarding a voting result (Blue Peter) because of suspicions.[/list]

And as a reply to paradigm25

As far as the BBC is concerned, I am not aware that any of its "problems" revolved around Encouraging & taking money for calls after there was no chance of them counting. which seemingly was a commercial broadcaster issue.

The other two - they might be classed as scandals or faking, but NOT vote-rigging.
