Your graphics card application/control panel should let you clone your current desktop or setup a second display (TV) and once each output has been assigned you can then feed a video file to the TV, it should have a Wizard just for that sort of function.
Obviously if it's HD then you will need to use DVI, HDMI, VGA/Component since s-video will not be good enough, I am assuming you have two video outputs from the graphics card

yes i have connected the pc monitor and the tv the tv is connected via a hdmi cable with a dci adapter now i can switch between the 'monitors' but when i switch to the tv it shows me my desktop now if i navigate to my vidoe folder and double click on a hd file will it display in hd thru windows media player the resolution on the ty is set thru the computer as 1024x720 do i need to change this?? im a complete noob at this so sorry if im not making sense

You can change the output of the second video feed assuming you are not simply cloning the desktop otherwise you would be changing the desktop resolution as well. If the TV and Monitor are the same resolution then no worries but even if you send 1080i to the TV it should scale it down to it's own resolution anyway.

While all graphic applications will do the same thing the way they do it will be slightly different so it's not always easy to do a step by step walkthrough

i c so basically when i switch to the tv thru the pc i should just try and play the hd content and see if it shows as hd? if it does not then are there any things that i should check?

It should work, if you see the desktop on the TV and the resolution is different on the TV and Monitor then the TV is accepting the PC output and scaling it to suit.
If you play a widescreen HD media file and the player is outputting a widescreen image then the video should fill the TV and at the resolution of the TV which is HD.
