As much as I know it was a joke, it wouldn't suprise me if she was actually like that.

I watched the last episode of the last series again on BBC3 tonight with the commentary for the first time. They mentioned something about the a new occupant of No 10 in Series 4. Was this just a red herring or not?

well, since the master was prime minister and hes kinda dead now, theres a good chance there will be a new prime minister in series 4

why would that be a red herring

Not a red herring no. The master was PM but is now dead. So there will need to be a new PM.
