My other half said exactly the same thing but I disagreed so we got out the Doomsday dvd and went straight to last scene on the beach and they are infact, not the same

if donna did say "what was that, a firework" does that not strike you as a bit naive for somebody travelling with the doctor?

perhaps this is in the past, before donna goes travelling?

Maybe in the previous episode the big scare was "fireworks" and it had a severe effect on her, leaving her paranoid and traumatised to the point where she considers every flash of light to be caused by a firework.

Or...or... your theory sounds pretty good too
