Not sure that answered anything.

You said that RTD was holding back the best writers, but the thread was talking about the next exec producer.

If you're under the impression that RTD is not letting Moffat write for DW any more, you'll be pleased to know that Moffat has a 2-parter on the way in Season 4. Hopefully, it'll be amazing!
