BT Line noise!

Would welcome any advice re bad line noise on my sister in laws BT line.
Line is clear until about midday-then noise bad enough to prevent being understood when making call!
Sister in law has carried out all the sugested checks-including going straight into BT Master Socket i.e isolating entire 'domestic' side of system-noise still present!
Neighbours also experiencing problems!
BT have done check and say 'all ok' and if an engineer attends and finds nothing wrong then bill of about £120will be levied!!!
She has BB and the Modem is a BT Voyager 190 ADSL-would it be possible to access the line readings on this and compare 'good' line readings with 'noisey' line readings.
Thing is-would BT take any notice of such readings?
Any help would be gratefully received!

if the ir neighbour is also having the same problems there may well be a wet joint in the network or corrosion on the distrbution point, hard to say without being on site but sounds like an external fault so no charges should be raised

if you've done all the checks the helpdesk have told you to do, and the fault is still present when plugged into the test socket, then call us out and charges shouldn't be raised.
