moving house bt want £124.99 for new line

hi ,
am looking for some help and advice ,we are currently in the process of moving house and have done all the checks with regards to who provides what services unfortunately vm is not in this area so it's a contract with bt.
i have recently phoned bt to check if there is a phone line installed and in use so i can connect when we move in bt tell me there is a line in and in use but it will cost me £124.99 to have a new line put in and connected as there is a "ull" or something similar on the line which they cannot tell me who with so they can't remove it and the only option is another line connected to the house for £124.99 or more depending on distance and amount of work needed to get cable there.
is this right can bt do this and charge this much and there is no way at all bt can find out who the ull is with or is there anyway i can find out

I think what BT are saying is that the line has been in use with an LLU supplier (Another telecommunications company that has a license to provide telephony and Broadband) There should be no need for a new line.

Trouble is if the line has been taken over by a LLU supplier then it technically no longer belongs to BT. So if they cannot negotiate returning the line to BT they cannot use it

BT will probably have a record of who took over the line from them. However if after that a third company stepped in and took over the line BT won't necessarily have any record of that since it ceased to be their line at the first transfer.

Also because the line does not belong to BT they have no way of knowing for certain that the line is actually out of use unless the other telecoms company tells them.

The problem here, is that although BT know there is a line, they will have to call an engineer from BT openpants or whatever it is called to come and flick a switch at the exchange. as BT opensewer has been split off from BT then BT charge BT £125 for the BT engineer to go check on the BT line.

I believe it's called customer service these days.
