Samsungs are notorious for this, the only way to reliably install is to download them using the phone.

A game file won't work on every single phone. Each one is has to be specifically formatted due to different resolutions etc.

As I said you need to download them using your phone. There are instructions on the site telling you how to do that. (Go to wap.mobile9.com and enter the item number)

Have you got software on your computer to transfer them to the phone?
You normally need a .jad file to install from a Pc.

As the OP says he transfers the file to his phone and gets an Error message, I'd say he has software.
Secondly a .jad file just tells the phone about the .jar and where to download the .jar from, so isn't needed.
As I said in my post, this is a well know problem with Samsung phones. Generally speaking, they cannot accept files sent from a PC or via Bluetooth etc. There are also some bugs with java on Samsungs which is why you should always use a version specifically for the phone.

You can get the charges for using WAP from the website of your service provider or from their customer service line.
Who are you with? Let us know and we might be able to tell us.
If you are in the UK with an f700, there is a good bet you are on Vodafone. If so you can get the data charges at www.vodafone.co.uk
