How about the Samsung-DVD-1080P7. Meets most of your requirements and is easily changed to multi-region. Usually retails for around £80 but can be had for £50.

At this end of the market the picture quality is as good as you can get for a sub £100 price. If picture quality is your prime consideration then you would need to increase your budget a fair bit and go for something like one of the entry level Denon DVD players.

There's a subjective question! It's really a question of how much you really want to spend. Going on PQ, sub-£100 the aforementioned Samsung DVD-1080P7 is hard to better. Sub-£200 I would highly recommend the Denon DVD-1940 at £199 but if you can't stretch to that then it's baby brother the Denon DVD-1740 (doesn't have DVD-A or SACD support) at £129 is good value.

Obviously this my own opinion, I would also have a look at some home cinema mags. and see what they rate.

I would also suggest you try and demo them yourself, HDMI DVD players aren't anywhere near as good as people are thinking - yes they upscale, but so does your TV via all inputs (including SCART). If you have a cheap TV it can make a worthwhile difference, but if your TV has a good upscaler it may well be no better - and may not be as good?.
