I don't know. So, when in doubt, follow the money. Ask the question "Why would Cameron winning make them more money?". There are three sources of revenue, and one major asset to Big Brother: voting for evictions, pointless voting and other telephone services, TV advertising, and the Big Brother brand.
The poinless voting/texting type stuff I don't think makes that much of a difference so I'd discount that.
Voting for evictions is down this year, so you might expect to discount this. I don't think we can immediately as we can't be sure how much further it would be down if they hadn't pumped Cameron. I'd imaging they'd have a good idea about how BB was performing in the rest of Europe/The World and it could be a "prop up the voting" ploy. It would also explain the bizarre editing - Cameron is protrayed as Prince Charming on C4, with only a few glimpses of the man that is protrayed on E4. Are they merely stirring up controversy with this so that E4 watchers are, by and large, anti-Cam, and C4 watchers are pro-Cam. They don't care what the strong feeling is, just as long as it is stong enough to vote.
Advertising is a bit more interesting. Do they believe that Cameron attracts a more ABC1 type audience (or, bluntly, a weathier audience), and therefore they can charge more for the slots. Possible I think, but not terribly convincing for ths series.
Finally, look at the brand. This is Endemol's biggest asset. With the increasing number of reality TV shows they must position BB in the market place so that not only is it the original, but it is also the best. At the BB3 they were a reality show for the 18-30 Ibiza generation, and looking at a bad slide down market into oblivion. So drastic steps were needed - the thing that probably frightened them most of all was a "Lad" winning (and I count Kate as a Lad here). This would have sealed BB5 onwards as the "up for it" reality gameshow, and that would be that, to Endemol's detriment. So, who better to win than the anti-lad - Cameron. In fact, looking through the men this year - Cameron, Fed, Gos, Jon, Ray, and Scott - only Ray and maybe Fed could be considered a "lad". After the dust had settled when they entered the house I think they then picked Cameron as the antithesis of last years house, and the programme has been geared for him to win since then.
That's my theory anyway. Which is why I have a certain amount of glee when I think that all their efforts to protect the Big Brother brand has, ironically, probably done it much more harm than letting the natural winner of this series win. (I've no idea who the natural winner would have been - probably Ray.)
