You could start by turning the volume down on your tv

What speakers came with your 3.1 system...a sub, a left, a right and a centre speaker?
If you have set your system up right then when you turn the telly down and you'll find everything is OK. |

you are getting a stereo echo from the tv speakers vs the surround speakers. The cinema amp is supposed to replace the tv speakers, not run with them.
sounds like you are sitting in a metal dustbin if you have them both on. |

Or if your watching sky HD there is a delay on what comes out of your tv speakers to what comes out of your surround speakers...there is on mine anyways
