When there is no indication given as to whether the the last contestant left on the stage with the eliminated contestant is in fact the other person in the bottom 2 then that person may well be the most popular contestant rather than second least popular that week but when it's stated that they are "the bottom 2", "the bottom 3", etc, they are the bottom 2 or 3.
As for Carly, if the AI site is anything to go by, I think it's more to do with her not being American. She is also female so will not have the girly vote that will get Michael through for a few more weeks before his non-American status puts paid to him.
