Converting files TO .TS

OK then, heres one for you experts...

I need to convert a 15 sec video file to the exact same .TS format that the Humax spits out. I've been using Project-X to try and do this so far, but its far from user friendly and I've read that it does a bit of a bodge for this output format.

So, it looks like the Humax is producing :

Code:
General #0
Complete name : M:\TV\20070806 1410 i7Movers and Shakers_ 87-07.ts
Format : MPEG-2 Transport
Format/Family : MPEG-2
File size : 16.8 MiB
PlayTime : 32s 954ms
Bit rate : 4284 Kbps

Video #0
Codec : MPEG-2 Video
Codec profile : Main@Main
Codec settings/Matri : Custom
PlayTime : 32s 954ms
Bit rate : 15 Mbps
Bit rate mode : CBR
Width : 720 pixels
Height : 576 pixels
Aspect ratio : 4/3
Frame rate : 25.000 fps
Standard : PAL
Chroma : 4:2:0
Interlacement : Top Field First
Bits/(Pixel*Frame) : 1.447

Audio #0
Codec : MPEG-1 Audio layer 2
Bit rate : 192 Kbps
Bit rate mode : CBR
Channel(s) : 2 channels
Sampling rate : 48 KHz
Resolution : 16 bits
Writing library : Xing (new)
Language : English
Does anyone have any reccomendations for tools to convert to .TS, specifying all the above options?

cheers

Sorry for a bit of facetiousness, but I couldn't help but notice that the "interlacement" setting is a bit ironic!
